Among the EU27 you have intelligence services that include DGSE, AISE, BND, CNI, AW, SIRP and especially AIVD, never mind whatever SZRU and MIT are up to. Every state aligned with the EU will have a detailed awareness of UK No Deal planning before it even hits Cummings's desk
SZRU, AIVD, DGSE, AISE and MIT at the very least have the capabilities to scope through any electronic communications by a faction as sloppy as the Cummings government
Once you place your government in an adversarial position towards the EU thinking that "they would never do this to us" is not a very effective defence against some of the most effective intelligence services around
And that's not even getting to what SVR, FSB, NSA, CIA, RAW, MSS or the IRGC might be up to in London
Worth asking whether MI6 or GCHQ are even configured to deal with extensive EU27 information-gathering over all the issues related to UK No Deal planning
