A sense of what happened in 2016/2018: Republican pres/sen/gov candidates, unless they were running against Barack Obama or Bill White, won Harris by an average of 9 points between 1994-2014. In 2016, Trump lost Harris Co by 12 points. Cruz lost his home co in 2018 by 17 points
