We have finally reached the final session of the day, which is "Security and Ethics in the Cyber Society". We are very honored to have Mr. Narongchai Akrasanee, Chair of TNCPEC, as our moderator for this third plenary session.
Mr. Fukunaga opened his speech by discussing DFFT (Data Free Flow with Trust) and data governance. He began by setting Go-jek as a successful example of Indonesian unicorn, which plays a big role in creating an inclusive ecosystem of the data-driven economy.
Go-jek started its business through data-collection. This is a very feasible case as we live in the information society, thus they collected lots of data. But, we are getting cyber-physical integration. We called it as Japan society 5.0, where the world is getting more collective
The utilization of data helps us to create a lot of business models, which resulted in more services and solutions. This is a good phenomenon because we use data from a human-centric perspective. Yet, we also need to put concern about privacy, security and intellectual property.
Thus, we need data governance, in order to promote open, free and secure digital transformation. It's challenging because every nation tries to adopt different approaches to the challenge.
In general, there are three main challenges of data governance:

1. How to promote open, free and secure digital transformation
2. How we reconcile the regulatory difference among nations
3. How we fill the gap between incumbent regulations and new innovations
Next, we are pleased to welcome, Ms Sunny Park from Microsoft Asia, which discusses more from the ethics and technology perspective.
She started her presentation by bringing up how technologies have transformed on how we live & work by offering solutions to problems the world is facing; creating new economies, together with new challenges, such as the impact on job-termination&the vulnerability of cyber-attack
The power and potential now depend on the ability in analyzing a large dataset, in order to generate new insights & new solutions. However, the ability to use technology to leverage dataset must be balanced by protecting the privacy of individuals.
There are three main issues on technologies that should be taken into account. First, tech sectors as a whole, need to be armed by trusting the good impacts that technologies can bring to society.
Second, we should prepare for the impending of innovations. Regulations should consist of self-regulation and government actions. The government needs to move faster and catch up with technologies and partnering with private sectors to improve the policies.
Third, new solutions for new problems. Digital technologies new challenges now require more active collaborations across traditional institutions. The protection of human rights depends on the steps taken by the government, NGO, and companies.
Before she concluded her speech, she emphasized the importance of the reinvolvement of public policy, in order to ensure cyberspace to be used ethically. There is a shared responsibility from all sectors to make cyberspace a safe place for all of us.
We now move forward to our distinguished speaker, H.E. Ambassador Igor Driesmans, EU Ambassador-Designate to ASEAN. His speech will mainly be talking about Privacy and IPRs in the connected cyber society.
Data protection has an ethical dimension. Without privacy, there is no freedom for individuals. Ethics brings the dimension of privacy by ensuring every activity involving processing data is fair to the individuals.
The importance of ethical treatment of data makes it one of the warmest subjects of debate in Europe, and the answer is GDPR. The main characteristic of GDPR is comprehensive, applicable across industries and sectors, and enforceable by the independent supervisory authority.
After 1 year, GDPR has concluded a positive result: citizens making use of their own right. The company also reaps the benefit from a data-protection investment such as greater innovation, competitive advantage and reducing cost relative to breach.
Privacy standards in international level offer new opportunities to facilitate data flows and trade. Many companies operate across borders and applying the same rule will be benefited, as they gain trust to be mutual partners from other companies applying the same standards.
Indonesia is currently drafting the regulation regarding data protection, and if Indonesia's standard on data privacy is converging with international standards, it will amplify the trade and economy impacts.
In conclusion, GDPR is not just obligation, but also an opportunity for business and individuals to build trust, to revolutionize the culture surrounding of data practice, not only by legal compliance but also by changing and embracing privacy ethics.
We now welcome our final speaker of the day, Mr. Doug Witsch from Interpol. He opened the presentation by laying the context of Interpol as an International Organization with certain amounts of responsibilities and has no jurisdiction.
He highlighted the mission of Interpol which is to provide a safe and secure global environment technology presenting second challenges and safety and security issues.
The critical issue from a security perspective is people not being able to find jobs. The darkest scenario would be if the workforce is lodged by technologies in a city and has no opportunity to reskill, and will resulted in turning to do crimes to survive.
Some criminal activities from tech developments are cybercrime. Crime profited from the darknet, from IoT or mobile, and cryptocurrency heist. The big challenge is to think about how to mitigate the harm of cybercrime.
We need a strong global partnership from industry, academia, and the community, as law enforcement can’t do this alone. Access to private data from big company and risk of the threat, and law enforcement can be a help to mitigate the risk.
This session marks the end for the first day of the 2019 CSIS Global Dialogue: Harnessing Frontier Technologies Redesigning National, Regional and Global Architecture.
