Welsh Government has released its No Deal Preparation document - which confirms various No Deal stories we have reported from council preparations re food banks, menus, prices, building on the Yellowhammer assumptions... gov.wales/sites/default/…
Welsh Govt takes the Yellowhammer assumptions on -
Stacking plans for A55 into Holyhead, but not expected to be an issue for south west wales ports:
Re: medical devices: WG has bought additional storage and has a “12 to 15 week supply of products”
Say reassurances received on food supply to remote communities and have secured “A UK-wide table top exercise to test the coordinated response for the disruption to food supply and the potential public response, scheduled for the end of September” - which sounds interesting./2
“A good level of assurance” on food supply to health and social care, but advice being provided “to consider adaptations to menus if availability of some ingredients is impacted”.
School “menus may need to be revised” /3
Welsh Government “has sought written reassurances from UK Government about price capping of energy for domestic use”... /4
Welsh government is pressing UK Government for a “strong interventionist approach” to providing financial support for firms after No Deal”rather than rely on the market to adjust as firms fail” as part of Project Kingfisher.. /5
On increased poverty from poss post No Deal food prices - Welsh Govt providing extra funding to “increase geographical coverage and capacity of food banks” and revised “eligibility criteria for free school meals”. @fmwales just told Senedd that £2m earmarked for food banks /5
Royal Navy and police forces have developed protocols offer the control and enforcement of fishing activity in Welsh waters... Yellowhammer publication says that 40 Eu and EEA vessels could be fishing illegally in Welsh waters on Nov 1 (129 in English, 100 in Scottish waters) /6
Welsh Government has funded one-to-one counseling for farmers, and vets and feed firms get free mental health training to help farmers, after a No Deal Brexit - Welsh hill farmers especially squeezed by both large export tariffs To main market, & new imports, in a No Deal. /7
Welsh Gov “has direct contact with Bank of England and retail banks” to “press for lending flexibility to support business”...

really big issue. Should banks be pressed to show No Deal forebearance? Or should they accept ND breaks supply chains & existing business models? /8
“Mixed picture” on “overall readiness” re serious operational issues mostly UK Govt responsibility - refer to the new UK bodies intended to replace EU organisations “not ready or able to take on activities” such as “product safety certification” - not mentioned in Yellowhammer /9
Lastly - we saw this in the council #nodealpapers we reported on - Welsh Govt is making plans for the return of thousands of UK nationals from the EU “increased demand for NHS and social care” “potentially up to the order of 10,000”. - that’s equivalent of 212,000 across UK. /10
