I am told that the main official-to-official Brexit negotiations are no longer being led on the Barnier/Brussels side by @riso_stephanie, on the instructions of @JunckerEU. This could be significant since she is very much associated with the original backstop so maybe it...
shows an EU Commission determination to show an open mind. Or maybe it will have that effect. That said my other EU sources remain frustrated that they have still not seen what they regard as a practical proposal from @BorisJohnson to replace the backstop

“with Benn Act IF and only if it is triggered (which it may not be, if there is a deal). That is NOT the same as ‘the PM will ask for a delay’! HOW we comply with the Benn Act is the real question, and also what would be in our SECOND letter”. In other words...
Johnson still believes he can lawfully render the Benn Act nul and void, presumably by sending a second letter that would dissuade the EU from granting a delay. Lady Hale and the Supreme Court look set to be back in action before the end of October...

At 10:30 today, the Supreme Court will sit *for 3 days*, with 11 Justices, on the matter of the prorogation appeals. Last time they did that was with Gina Miller's previous #Brexit case. The judiciary are wielding the big guns on this one. THREAD. 1/
Day 1: Couple of hours each for the plaintiffs in the Miller & Maugham/Cherry cases to put their arguments.
Day 2: Couple of hours each for the defendants (HMG & Advocate General, Scotland) to counter.
Day 3: "Oral interventions", 30 mins each. No Shami.

EU focus now is dramatically different from beginning of Brexit negotiations when Brussels' plan was undoubtedly to get UK to agree to the most advantageous deal possible seen from the EU perspective BUT /2
With no deal now considered the most likely scenario by EU, the bloc is in self-preservation, damage-limitation mode, with EU leaders wondering how they ..and the EU as a whole .. can emerge from the Brexit drama as unscathed as possible /3

Here are some of the key findings from the report in slide form.
First an overview of the study itself:
Rich qualitative data (online survey & focus groups) gathered across the Central Border Region. Detailed examples & viewpoints heard from people on both sides of #border.

Respondents to the survey came from across the 8 local authority areas of the Central Border Region, moreorless equally from both sides of the border. 50/50 male/female. 80% 31-65 yrs.
There were far fewer Leave-voting respondents so they got extra attention in our analysis.
