1/ "Whistleblower" bypassed WB law when he shared his complaint with Schiff.

This is the process that should have been followed:

-WB sends complaint to IG
-IG has 14 days to assess credibility
-IG forwards to DNI
-DNI has 7 days to assess
-DNI forwards complaint to Congress
2/ We know "WB" addressed letter to Schiff on Aug 12. Some have argued that was after the above process had played out. That is incorrect.

Below excerpt from DNI counsel shows that IG submitted complaint to DNI on Aug 26, meaning "WB" sent complaint to IG on or after Aug 12.
3/ Timeline should've been:

Aug 12: "WB" submits complaint to IG
Aug 26: IG finds "credible" and sends to DNI
Sep 2: DNI forwards to Congress (which he didn't do because complaint fell outside scope of WB law)

But by Aug 28 Schiff was already tweeting about content of complaint
4/ Under WB law "WB" wasn't allowed to contact Congress directly unless his complaint had either been found not credible or not forwarded to DNI.

Neither of those criteria were fulfilled. "WB" wasn't allowed to contact Congress.

So why was WB complaint addressed to Schiff?
