A budget as an expression of values, illustrated.
When you look at a university's budget and see what they value, you pretty quickly see that in a lot of cases it isn't instruction, and it's definitely not laborers.
Not imagining any department would ever do it, but I've suggested that they cut all travel/research expenses for TT faculty, and give the money to adjuncts. "But we can't do that." Why not? It's always a choice, and the choice signals what's valued.
Not saying repurposing research/travel budget for adjunct salaries is even the right choice, but it is a choice. That's clear.
