If accurate and from this source that's likely the plan seems to consist of the worst parts of the backstop and no deal to ensure both North South and East West borders of some sort.
Plus some sort of time limit as well.

I'm struggling to see any way this is acceptable to the EU or Northern Ireland.
So the UK gov says take it or leave it to a deal they don't know is acceptable to Parliament, know isn't acceptable to EU or Ireland, and in direct contravention of a Parliamentary act. That's not negotiation, that's throwing around weight you don't have
Johnson position on EU talks has been to take every May position and turn it up to 11. Simultaneously. Very Trump. Who hasn't yet managed to bully the EU into a deal, so why will the UK succeed? And recall precedent really matters in trade talks, if the EU back down now then...
Hence I disagree with those saying this is an offer designed to be rejected. Reckon Number 10 think it's a 10% shot at best but if they throw everything at it, then just maybe...

EU either reject outright or try to work with it then run out of time before Council?
Final comment of the night - from everything we hear about the new Brexit offer from the UK this isn't real negotiation, it's bluster covering up a failure to comprehend how deals are done.
Updating the thread on UK Brexit proposals for further reactions, which are mostly negative...
Though interesting on DUP... if right essentially they have accepted the Northern Ireland part of the existing backstop for 6 years, while the UK government has rejected the UK-wide part
This I agree with. The EU could make a case that this latest offer is another small step from the UK towards something acceptable. But as a take it or leave it offer forget it.
This is inevitable - there are always so many people who think they would be negotiating better than the person who is (fwiw I think the UK gov has a systemic negotiating problem wider than one individual, and that is primarily at political level)
Back to the UK plan, a statement of utmost triviality given complex matters “Ten days should be enough. If there’s a deal to be done, it could be done in that time. Genuinely. If there isn’t, then we’ll know. That’s the truth.”

It isn't.

"Near". I'll hear that as a negotiator and think I'm going to have a different definition of the word near to those using it
I wonder if Johnson understands this sentence in any way whatsoever?
Word soup from Johnson. But the EU's fault whatever happens.
Meanwhile a sceptical and suspicious EU decide how to respond to what they see as an unworkable plan. Key question as to whether this is take or leave (leave) or a starting point (but time then runs out)
