The Community Engagement Plan is the final requirement needed to put the City of Portland in compliance with its DOJ settlement agreement. (ie: there's a lot at stake in council's approval today). Background: portlandmercury.com/news/2019/08/1…
After a brief council discussion, several members of the public share disappointment in the city for not better publicizing this noteworthy meeting. (Or for most PPB public meetings).

At PCCEP mtg (oversight group for Portland Police’s settlement agreement with the DOJ), where committee members are poised to vote against a contractor’s assessment that Portland & its police are in “substantial compliance” with the settlement.
I know this sounds jargon-y and boring, but it could be a big deal. Basically: in 2014, the DOJ told Portland police to stop disproportionately killing & injuring ppl w/ a mental illness.
Now, the out-of-town contractor the city hired to analyze whether the police have improved is about to tell the city everything’s fixed. But! It looks like the DOJ-mandated community oversight group (PCCEP) disagrees.

On TriMet's new website detailing its myriad different security officials, it notes that Transit Police (who are members of local law enforcement) can enforce fare requirements: trimet.org/about/personne…
No mention of the 2018 Mult Co. court decision deeming it unlawful for police officers to stop people and ask for proof of fare without individualized suspicion. portlandmercury.com/blogtown/2018/…

Here's the user-to-user graph for 13,537 #Portland tweets from Aug 15 to Aug 18 (today). This graph is telling, it's split almost in half. Top quadrants are lefty accounts and the bottom are right wing MAGA accounts. #PDXData
You can really see the split in the pre-render screen of @Gephi. The only area that seems semi-connected to both disparate halves is this tweet that tagged the Portland Police and the The Oregon Museum of Science with several related hashtags and created that light blue pattern.
The giant purple cluster in the bottom half is notable. I've previously documented MAGA accounts which always tweet at very high volumes (including hundreds of retweets) and some of those accounts are present in the purple cluster.

Portland has been freaking out over @wweek's biased story that @PortlandPolice colluded with right-wing extremists. That is disinformation. The mayor excoriated our law enforcement for the standard practice of communicating with protesters on both sides. oregonlive.com/crime/2019/02/…
The Mayor now says this news creates a "mandate" for all city staff to be re-educated on how to fight "white supremacy." This is a power grab. portlandoregon.gov/wheeler/articl…
Portland's city council also just voted to pull out of the FBI terrorism task force, saying they devote too many resources to investigating Portland's extreme left-wing groups. They also expressed fears that officials would cooperate with federal authorities on immigration.

1. On February 9, 2017 a Portland police officer shot & killed 17-year-old Quanice Hayes. After Quanice was killed cops found a toy gun. Not a single police officer told the grand jury that they saw a gun before Quanice was shot. Nevertheless, the grand jury didn’t indict.
