We have clearly reached point where a special counsel is needed. But under the regulations, Bill Barr would decide if one is named, and Barr is implicated. He would have to turn this over to his deputy for one to be appointed. But he won't.

@neal_katyal ...and the problem with impeachment is that this is a lawless Administration, and they have made it clear they will not comply with subpoenas, and the GOP Senate has made clear it will not convict. There has never been an instance of criminality like this imagined in our country.
@neal_katyal ...the ONLY way this steps forward is if there is someone objective who has the power to indict people. But Barr is never going to allow that to happen. We are in an iron triangle of corruption, where laws and regulations mean nothing.
