A NO vote on Proposition 4 keeps the current Texas Constitution language restricting how income tax revenue has to be spent (2/3 to pay down your school property taxes, 1/3 to fund public schools), as well as keeping the franchise tax intact.
If an income tax was ever proposed (which it isn’t now), to implement it would require a majority vote of the lege and it would have to be voted on by Texans.
A YES vote on Prop 4 strips out the restrictions above and puts the franchise tax (another public school funding mechanism) at risk. If an income tax was ever proposed, it would just require a 2/3 vote of the lege and be voted on by Texans.
That’s why I’m a hard NO on Proposition 4. The language supporting public schools is so much more important than the difference in a majority vs 2/3. We need to keep this part of our Texas Constitution as is.
Lol. On my Facebook version of this post, it’s been shared quite a bit. Shared enough that apparently some tea party folks are seeing it, and they are posting Empower Texans articles and quotes from Paul Bettencourt to try and correct me. Obviously, they don’t know me very well.
