There's lots of confusion in press commentary these days, and rightfully so, about how the national security team in the US government, including ambassadors, is formed. It's confusing ! THREAD /1.
Most people working at the State Department, Department of Defense, the CIA, and even the National Security Council are career government officials, who work for both Republican and Democratic administrations. /2
Only a small number of people at the top, usually at the Assistant Secretary level and above at State, Defense, etc. or at the Senior Director level and above at the NSC are political appointees. /3

Volker's statement, released today, reported that he at no time pressed for the investigation of Vice President Biden personally. That could be true. THREAD /1
What Volker left out of his opening statement was that he and his Trump administration colleagues actively pressed the Ukrainians to investigate Biden's SON. /2
Volker was pushing for an investigation of Biden's son that he had to have known was completely unwarranted. Volker knows Ukrainian politics -- Shokin, Lutsenko, etc -- well. He also knows the real facts about the alleged Ukraine interference in our US 2016 elections. /3
