BREAKING (!): Judge rules the House is entitled to Mueller grand jury material. Huge win for Judiciary Committee / Dems.
Howell rules that DOJ must provide the House the grand jury material redacted form Mueller's report by Oct. 30.
DOUBLE !!: Howell determines that the House is in the middle of "an official impeachment inquiry."

The key quote from Howell: "Even in cases of presidential impeachment, a House resolution has never, in fact, been
required to begin an impeachment inquiry."
DOJ had claimed the House was walking away from negotiations too early. Howell said Pat Cipollone's Oct. 8 letter blows up that argument:

“These arguments smack of farce. The reality is that DOJ and the White House have been openly stonewalling the House’s efforts."
MORE from Howell on the GOP argument that impeachment process requires a vote:

"The precedential support cited for the 'House resolution' test is cherry-picked and incomplete ... this test has no textual support in the U.S. Constitution, the governing rules of the House."

HOWELL also becomes the latest judge to point out that the OLC opinion forbidding the indictment of a sitting president "has never been adopted, sanctioned, or in any way approved by a court."
