Starting on Jan. 1, 2019, every university and college in Ontario was required by provincial law to adopt a free speech policy based on the Chicago Statement. @HEQCO has been monitoring the policies and collecting data on violations.

Of which, to date, there has been none. ZERO.
@HEQCO See for yourself. About 50 universities and colleges submitted reports last month to HEQCO. Since implementation in January, there were 21 complaints, all of which were resolved in-house. Resolved, moreover, to everyone's satisfaction.

@HEQCO At least, this is how I understand the relevant section in the report. Anyone feeling that their issue has not been properly addressed is supposed to submit a complaint to the Ombudsman. However, to the best of HEQCO's knowledge, no such complaints have been sent.
@HEQCO Let me just reiterate what we know/don't know.

1) Between Jan. 1 and Sept. 1, there were 40,000+/- non-curricular events on Ontario campuses. A grand total of ONE was canceled due to safety and security concerns. ONE.
@HEQCO 2) There were 21 complaints submitted over alleged violations of the Chicago Statement. These were all resolved in house, with no known follow-up with the Ombudsman. This suggests a low violation rate and an even lower rate of universities failing to uphold the Statement.
@HEQCO 3) But there is still much we don't know. Media have shown little interest in the policies themselves or their implementation. There is also a lot of confusion among administrators about what precisely they are supposed to report. This will need to get ironed out.
@HEQCO But here's the bottom line: If you are convinced that there is this massive Campus Free Speech Crisis in Ontario, you will find nothing in the first and most comprehensive government-backed study of the topic to back you up.
