That tweet is part of a thread about how the DNC and not Russia delegitimized the democratic process, arguably some things can be said about that too. However (apologies in advance I'm gonna be that person) this ain't it. 
The snippet of Edgett's testimony mentions "As described in greater detail below" so here's the greater detail:

The 2% that originated from Russian-linked accounts was not fully hidden. Only "0.84% were hidden and also originated from accounts that met at least one of the criteria for a Russian-linked account."
