The Senate welcomes all the stakeholders and the general public to the public hearing on three Bills (SB. 106, SB. 109, and SB. 158) seeking to amend the Public Procurement Act (PPA) 2007.
Senate President ably represented by the Senate Leader, Senator Abdullahi Yahaya declares the public hearing open.
Chairman Senate Committee on Public Procurement, Senator Shuaibu Isa Lau gives his welcome address and adds that “It is not the intention of the Senate to run one professional body over another.”
Engr. Emeka Ezeh, former Director general of Bureau of Public Procurement says “The Committee showed displeasure due to the absence of most of the invited stakeholders not showing up and not sending  a letter.”
“The 1st meeting on public procurement was held on September 18th 2007, and the essence of procurement is to make decisions. The bureau needs political protection to do their job.”- Engr. Emeka Ezeh.
“The bureau must take credit for the bring back to life of its (industrial training fund) that was dead.”- Engr. Emeka Ezeh.
"Mobilization or advancement payment is given and that is why most work are not completed, I will advise that advancement should be given, you give a contractor money at the initial stage, your whole money will be gone.”- Senator Mohammed Bima Enagi.
"The issue of giving payment after moving to site must be discussed, once you are given contract you must be mobilized to go to site."- Senator Mohammed Bima Enagi.
"My question is simply to Engr. Emeka, We have procurement document as professionals in the field, is it proper for an engineer to go out of rule of law and import a document called BEME (Bill of Engineering Measurement and Evaluation) which is used by contractors to source...
...for money to be stolen, BEME does not have conditions of contract, we should take it out of this Bill.”- Senator Micheal Nnachi.
“Mr. Chairman, let all professsional bodies make their contributions, this is the only forum and time we have to make changes.”- Senator Uche Ekwunife.
