After a huis cois the meeting of @CSCNInfo now rolling
Light deficit as at August 31 explained by @ealary47
@TanyaSaumure parle des 2 nouveau project a @Ecole_SV et @Ecole_CD
Q from @ealary47 as to how we're going to work to get a site for school in Beaumont- need to pressure the municipality
Steve Daigle indicates greater st Albert school district looking to work on the Legal school project
@TanyaSaumure describes the meeting with @AdrianaLaGrange
@ealary47 expresses concern that the Minister and/bureaucrats does not understand our transport and bussing needs - my note ABSOLUTELY
My note - this is not equivalence to the English majority
@TanyaSaumure notes the lack of understanding of section 23. This is fundamentally problematic
@ealary47 noted how we have lost some small schools funding
JD Tremblay asking about the Ministers perception of meeting- lowered heads (body language) when talking about s23 but seemed generally positive, lots of notes taken and f-up points
@ealary47 noting the new schools seeming to fit the criteria of safety/security issues as noted by Minister
My note or question- do we have new criteria yet, does it include legal obligations @CSCNInfo
On to new spruce grove school planning efforts. Looking at school sites and assesing options, still far from concrete
@ealary47 noting parents waiting to know if we're going to open in 2020 or 2021 in Spruce grove. Com.with gvt ongoing- seem to prefer finding existing building vs new portables
@Ecole_SV school- admin wants to have in September up to grade 9, and wants capacité program for 10 to 12
Grade 9 coming for @Ecole_SV in September- thank you.!!!
Proposition to allow kids from Beaumont to continue existing schools, so @Ecole_JM and @Ecole_MJ for 1 more year until grade 9 oppens at @Ecole_SV in sept. 2020
@ealary47 and Steve Daigle wanting grandfathere clause for existing and all kids who start - counterpoint, it's too early, we would have extra funding issues, we shall see.
Motion for grade 9 and 1 year grandfathered school transport for existing kids passed unanimous, or rather unanimous in both the public and catholic meetings. Yes both sides of the board voting on the issue
Uneven thread here
JD Tremblay and @TanyaSaumure sharing positive comments from national meeting. @JuristesPower presented - taking our place as Francophones in the education system
@FPFAlberta forum on linguistic insecurity was good notes @TanyaSaumure. Can we replicate some of these panels for our schools notes @ealary47 - opportunity to collaborate with @FJAlberta
@ACSTANews conference attended by Steve Daigle- presentations heard re. Gvt intentions/actions and how to address some of these questions, such as sharing infrastructure. Need 2b ready when this comes
Resolution made at @ACSTANews meetings to increase/support for Catholic education in Francophone schools, expect papers - my note, awesome!
@ealary47 describing meetings and resolutions from #frab school boards and @ABSchoolBoards faster than i can type
A few, 92% to allow public schools to keep name public in their legal names
@CSCNInfo will partner with @ACFAAB to organize banquet for 25 year anniversary of @CSCNInfo - note same time as George Ares fund supper, annual event for the @ACFAAB
These Trustees are busy. Clearly working. Don't let anyone tell you otherwise. Admin as well
How can we have parents from outside Edmonton participate in the 25 year anniversary- admin notes funding environment difficult for this
@CSCNInfo will participate in meetings on education continuum with gvt panel on French language services
Mysterious this panel...
@NathalieLachan6 notes she will participate in meeting with Archbishop of Edmonton @archedmonton @archbsmith
Discussion with Trustee Ismael and @NathalieLachan6 on manner in which numbers on drop out rates numbers are presented
Going quickly through uneventful agenda points
Ismael parle du RIFA, pas de reunion depuis derniere fois
Province looking at possible profound change of funding school systems rather than students notes @NathalieLachan6 - yowza!
Changes to centralize systems coming- such as long distance or remote learning
#frab schools already suffering that so will be less adaptation rhan Anglophone school boards
Note - forcing the majority to downgrade their services like #frab already is is not the route to equivalence I was envisioning
Steve Daigle noting new bussing formula for rural regions expected within 1 year
Not sure if that means more or less
@CSCNInfo assisted with the Francothon for @FrabFondation notes @ealary47 with thanks
Now @Ecole_JM
Now spring break move over if all continues well
Waiting on demolition date in spring on old building
Will be some areas in yard closed off as landscaping won't be done
Will discuss opening date in January- want to get existing grade 9s in there
Major delays have occurred
Don't want to cut corners, aiming spring break
@ealary47 noting long distance between 2 gyms, will need to find solutions
Gonna be WOW
In design phase for ecole la decouverte
Adjustments being made. End of summer 2020 to start construction taking time on design phase
La decouverte has 1 level. Different design than Jomo
My note. We're not @EPSBNews and we're learning how to build schools. This is unfortunately new to the #frab, and i say the @CSCNInfo Admin is doing an admirable job
Q from JD, how can we do better
Or, are we on a normal track re the delays
Sept 2022 if no delays, looks like a 4 year project. @CSCNInfo has ministry of infrastructure managing the projects, this adds additional level of complexity
JD Tremblay noting this could be an issue with p3 projects- we should express it to the parties working on these projects
Une ecole de qui nous sommes et qui nous voulons etre - la direction
Delays happen - concerns by Trustees centering around gvt managing the project
There is a feeling at all levels of budget compressions - concern re next construction projects if not managed internally
Evening to present school project to community
Moving on to ecole Boreal in Fort Mac. Major s.23 breach up there, grade 12's graduate at an Anglophone school
Looking forward to the @SCC_eng case in 5 months!!!!! We're gonna come and go git 'em
@CSCNInfo will continue to support les jeux Francophones being held in St. Albert this year. Important community initiatives with youth for #frab @laFSFA @FJAlberta @ACFAAB
And break time 10 minutes
Back to the party
Now discussing parents concerns re calendar of school holidays not consistent within district; and overlapping time periods between schools in different metro Edmonton region with multiple boards, of which @CSCNInfo overlaps with them all
Budget discussion from Admin- I missed something about not being able to use certain funds in the schools the @CSCNInfo rents from the big boards @EdmCathSchools @EPSBNews
Monies for cushion comes from infrastructure backlog that would just grow
My note @EPSBNews found like $20 million last year in their budget/reserves to fund a new school
Just sayin...
We are getting slammed with transport problems- trouble for funding for reasonable routes, hard to find drivers, regulations being reconsidered for training of replacement drivers
Now some numbers from @ealary47
5.1% increase in enrollment with $2 million less overall
No cuts, this year, to staffing, in order to respond to new funding reality @Unite_24
Deficits - if Beaumont gets back the small schools funding that would help to the tune of $200k
Minister says school boards have reserves too large, but still waiting on guidelines for appropriate reserves - @ealary47 notes we are not in the same boat in this regard as other Boards
@NathalieLachan6 notes we've managed but it's been a difficult budget with real impacts
Increased insurance costs are 47% - consortium wondering should we self insure, increase deductibles- @CSCNInfo small enough that we could insure on private market
Sounds like co-insurance
@ABSchoolBoards must be asking questions or seeking out solutions to their members increased insurance costs? @Jantafrench
Now, lead in the pipes in some schools - we had 2 schools tested was ok, tested them all, don't have all results back yet
Testing prescribed by Ministry seems quite minimal, no problem if city water. Board will test either way. There goes some reserve money! But an obvious call for comfort yesh
I think you could do a PhD in comparing the decisions of big vs smaller boards - next life
I know some @EdmCathSchools tested @AustinOBrienHS
Going over committee meetings by Trustees
Motion made to extend meeting adopted
Discussion on payment or non payment for attending at meetings vs political events
Ismael indicating all political should be paid functions as in past, not bbq's, that removed 2 years ago
Allocating meeting attendances
That's it meeting over
Thanks to the Trustees for their good work
Francophone school Board @CSCNInfo live tonight- tweeted in English so as to share the the information
