For our economy to work for everyone, Wisconsin needs to invest in strong communities. But WI has gone back on a commitment to providing resources to local governments, forcing them to implement taxes and fees that fall most heavily on residents with the lowest incomes. (1/7)
The biggest & most flexible source of state support to local govts, Shared Revenue, fell 47% between 1996 & 2020. (2/7)
In 1996, the state spent 11.5¢ out of every dollar in the budget on Shared Revenue, an amount that dropped to 4.5¢ out of every dollar by 2020. (3/7)
As the state cut Shared Revenue, it makes up a shrinking portion of local government budgets. In 1996, Shared Revenue made up 26% of county budgets and 7% of municipal budgets. By 2019, those percentages had shrunk to 12% for county budgets and 3% of municipal budgets. (4/7)
The state severely limits the revenue sources for local gov'ts. With the decline in shared revenue, local govt's are turning to regressive revenue sources like local vehicle registration fees, under which you pay the same amount regardless if your car is worth $500 or $50,000.
Meanwhile, the state tax cuts keep mounting, many of which are targeted to benefit the wealthy and well-connected. (6/7)
