We tabled 3 constitutional amendments in Parliament:

1. On electoral reform that:

▶️ Reduced the voting age in Msia;

▶️ Automated voter registration; and

▶️ Enables those aged 18 and above to become elected reps - MPs & ADUNs.
2. To restore the status of Sabah & Sarawak as equal partners to Peninsular Malaysia — we did not succeed. But we retable the amendment in March 2020.

3. To limit the Prime Minister’s tenure in Office to two terms. The 2nd & 3rd readings of this Bill continue come March 2020.

4. We abolished the Anti-Fake News Act 2018. 🎉

5. Tabled the long awaited IPCMC Bill 2019 in Parliament — the law seeks to promote police accountability & address the pressing issue of deaths in police custody. Work on this continues in early 2020.
6. Tabled the National Anti-Financial Crimes Centre Bill 2019 — that both Houses of Parliament passed ✅ NAFCC seeks to regulate & coordinate multi-agency efforts to combat financial crimes domestically and internationally .
7. Political Financing Law ⚖️ – drafted & referred to the Parliamentary Select Committee on the Consideration of Bills a draft bill on political financing. The law seeks to promote transparency and accountability for funds 💰 obtained used by political parties.
The mandatory death penalty will be abolished. Image
8. We est. a Special Task Force dedicated to reviewing Msia’s criminal sentencing policy in determining suitable alternatives to the mandatory death penalty.

The STF is also enquiring into avenues of legal redress for individuals who are already on death row.
9. The STF has held 7 townhall sessions around Malaysia, hearing the very diverse views and thoughts of Msians on the death penalty.

10. In Jan 2020, STF will hold various focus group meetings w families of victims, those executed on death row, those on death row & civil soc.

11. Developed & Implemented the National Anti-Corruption Plan 2019-2023 outlining 🔴115🔴 initiatives to combat corruption at all levels.

12. Implemented a 💯% open tender process for all physical development projects under the Public Works Dept.
13. Section 17A of the MACC Act 2009 ⚖️ to be enforced in 2020 that will entail corporate liability for corruption.

14. Est. 10 new Parliamentary Select Committees & 1 new All-Party Parliamentary Group.

15. Referred the IPCMC Bill 2019 to the PSC for the Consideration of Bills – the first time a Bill has been referred to a bipartisan committee for its views & bipartisan scrutiny on a Bill.
16. Req. Chairpersons of the PAC to be opposition parliamentarians – ensures effective check & balance.

17. Placed key institutions of the State inter alia, MACC, EC & JAC under direct Parliamentary supervision: they no longer report to the Prime Minister.
18. Req. key appointments: MACC, EC, SUHAKAM, JAC, NAFCC & IPCMC to undergo a vetting process by the Parliamentary Select Committee on Major Public Appointments.

19. Introduced a Minister’s Question Time in Parliament. Q to any Ministry can only be answered by the Minister.
20. Required all Ministers, including the Prime Minister, to public declare their assets.

21. Required all MPs in both Houses to declare their assets to their respective Speakers & the MACC.
22. Undertaken to reintroduce the Parliamentary Services Commission that will reinforce the independence of Parliament from the Executive.

The est. of the PSC is currently under review by Parliament itself — to determine the best model & structure for its independence.

23. We’re introducing anti-stalking legislation. The policy paper & draft law has been prepared and awaits final Cabinet approval before it is expected in Parliament come March 2020.

24. Together with @KPWKM, we’re introducing specific legislation to combat sexual harassment that is expected before Parliament in 2020.

Issues concerning standard of proof for the law are being ironed out at the moment.

25. We set up a Special Cabinet Committee to Review the Implementation of the Malaysia Agreement 1963.

26. The Committee identified 21 issues to be worked & agreed on in order to successfully implement the MA63. Out of these 21, as of 2019, 17 have been agreed and resolved.
27. To effectively address complaints at the civil service, we’re establishing an Ombudsman Malaysia. The policy paper has been approved by Cabinet & the law has been drafted and is being finalised before it is tabled in Parliament come March 2020. Image
28. The decriminalisation of suicide. @AGCPutrajaya is studying the policy and the relevant provisions in the Penal Code. The amendments are expected in mid-2020. Image
29. The Official Secrets Act 1972 is being repealed and replaced with a new Freedom of Information Act. Several consultations have taken place this year, more scheduled for the next year. We expect the law in Parliament in late 2020. Image
30. The Whistleblower Protection Act 2010 is to be amended to provide whistleblowers with better protection and immunity. Work on the policy and consultations have begun this year and the amendments are scheduled to be tabled before Parliament in 2020.
31. Coming in 2020: a Malaysian Law Commission that will streamline efforts to reform laws across various ministries & engage the community on law reform initiatives and awareness on the introduction of new laws. Image

32. Developing a National Action Plan on Business & Human Rights. Cabinet approved the policy paper on this several weeks ago and the plan is being developed.

33. Debated SUHAKAM’s Annual Report ‘18 in Parliament – 19 years after it was first established.
34. Undertaken to amend the SUHAKAM Act 1999 – to expand its Commissioners powers in directly investigating and addressing complaints of human rights violations.

35. To work with SUHAKAM, BHEUU & MOF in increasing financial support to SUHAKAM in 2020 & upgrading its assets.
36. Through the AGC, instituted a public interest litigation against the State Gov of Kelantan for violating the Temiar Orang Asli’s land rights.

37. Sought to decriminalise drug addiction in a joint effort with KDN & MOH. Policy studies on this are in the process.

38. In a joint-effort with the MEA, seen to the allocation of RM 120 million to upgrade the existing infrastructure of 120 court complexes around the country.
39. Seen to various initiatives to digitalise the courts including the introduction of e-Auction, e-Case Managements, e-Bail & an improvised voice-to-text Court Recording Transcript that will be implemented beginning January 2020.
40. Beginning Jan 2020, Sessions Courts in certain states around the country will hear non-contentious divorce cases. This facilitates to clear the backlog of family law cases pending before the High Courts & allow families a speedier disposal of cases.
