funded with the Solid Waste Surcharge (Solid Waste and Household Hazardous Waste), Enterprise Funds (Special Districts and American Avenue Disposal Site, and Grants (Parks and Roads) with no increase in Net County Cost. This item countrywide.

Full house for transfer of Officers. Mendes cousin Father James Moore a native of Coalinga with Invocation. @LincolnSeward Magisg mentions Country Charter the rotation of Supervisors into chairmanship. @stevebrandau slides into Vice Chair spot. Mendes “proud of Magisg’s work as
chair. Mendes says Pacheco and himself have been on the Supervisors the longest of the current ones. Also jokes that Quintero is the Senior as far as age 😝Mendes presents Magisg a bicyclist clock as a thank you. Magisg says Brandau even though he is a rookie is still outspoken
and a small business owner. Magisg says he enjoyed the last 12 months as supervisor chair. Quintero enjoyed Magisg’s leadership as chair and jokes Magisg survived and his hair is still the same color. Pacheco: congratulations on a job well done even in some tough times. He is
looking forward to getting thru the labor contract issues and jokes because you don’t want to know what it is like when Mendes has the gavel. @stevebrandau is looking forward to 2020. He felt Magisg has run a meeting better than anyone he was under even while at City of Fresno.

Mendes: a lot has changed since Pacheco and himself joined Supervisors. It had gotten better and work as a team. New CAO during that time. County departments get along better too. He is aware of what was here before. Mendes says his cousin Jerry worked for City of Fresno and
Quintero was only councilmember who spent a day with Code Enforcement so Mendes knew he was getting a good person. Mendes says of Pacheco they get along great and families have know each other for three generations. On Brandeau: still working on him and realizes we work as a team

Proclaim the month of January 2020 as "National Slavery and Human Trafficking Prevention
Month” in the County of Fresno. Magisg says this doesn’t happen just in distant countries but here as well. Sara Johnson of EOC says many here today including DA Smittcamp office.
Over 1000 victims. A standard of care is hopefully established this year. Hoping victims can get reestablished in society and help give back. Palm and Shaw awareness event.
• Adopt resolution recognizing and supporting the Fresno Madera Continuum of Care in their efforts
to conduct the annual Point-in-Time Count in Fresno County. Magisg says volunteers go out to count the homeless. January 28-30 is weekend in order to get approximate number.
Shelters are used more at this time and so easier to get a head count. Volunteers are needed. Continuem Care social media if you want to volunteer. @stevebrandau asks if homeless are counted at bottom of San Joaquin River? A: yes.

Bottlenecks out of small developments plus added pollution, speeders. Need better developments. Mendes says we can’t talk on this

NextTed Miller:an appeal of a cell tower defense that was put on farmland with 25 year lease. Lease expired. Crown Castle has not paid rent for past 3 months. It wants to move tower
@stevebrandau @LincolnSeward 1500 feet north. It will be placed near mobile home and an informational company. County Planning Commission denied the move. Crown Castle is now bringing this to Supervisors in two weeks. They are using it as a “baseball bat to landowner”
