【#國際關係辭典：Mandate】Home Office的一天，目睹全程恐嚇搶口罩、搶物資的狀況，十分難過。

這是人民最直接表現對這個政府的不信任，連SARS的時候也沒有出現過，無分政治立場，用腳投票，包括大量特區政府視為鐵票的老人家，而且還要出現在林鄭月娥記招宣示「抗疫辣招」、...
... 「偽封關」之後，就是不信任理應保護人民生命財產的政府能有效運作。

提供口罩已經是純技術性的事，絲毫不涉政治，一個月前已經可以有充份時間準備，政府卻毫無頭緒，到了緊急關頭也要先強調向國務院請求口罩、而不知是被訓斥不要為國家添煩添亂還是如何，總之就是無效，...
... 昨日又說會盡力全球搜羅、而依然不見其效，令商界、民間不得不取代政府功能。官方資訊發放平台一律失去公信力，任何資訊都要依靠民間平台；政府四出批評fake news，自己的平台因為七個月來天天玩弄假數據、語言偽術，誠信破產而自食惡果，卻早被視為最大fake news。...
... 這時候還支持特區政府的，只剩下在非常時期繼續爭取收成期的一小撮保險業界害群之馬，以及在非常時期依然不忘敵我鬥爭的屈小姐式浮游，頂多加上光頭劉sir（還要是限於微信出現），這一干人等的貨色，難道就是香港的未來？不要說老人青年、傳統精英、專業人士、商界中人，...
... 連老奉撐政府的自由黨、民建聯，哪怕在微信被罵「民建聯比日本人更壞」、「港獨」，也要因為民意而大鬧特區政府、高呼「香港人優先」，與政權割蓆。...
... 當然，後者到了關鍵時刻不得不歸隊，但加起來，也是一個永恆的少數派政府。然而同是少數派政府，在董建華、曾蔭權、甚至梁振英時代，也未嘗出現這樣的群眾恐慌。

「民無信不立」。林鄭月娥失去的，就叫做Mandate。

局部回應「封關」的方式，和七個月前「暫緩」逃犯條例的思維，一模一樣，由於不願意滿足社會全部要求，以維持「執政權威」，結果就係唔湯唔水。
1. 是否足以源頭堵截病毒？
(1a) 關閉西九高鐵站、紅磡站、沙頭角及文錦渡口岸（約佔總入口10%），但入境旅客的主要來源，包括羅湖、落馬洲、皇崗、深圳灣、港珠澳大橋、港澳碼頭、國際機場等（約佔90%），依然開放。
(1b) 內地暫停簽發自由行到香港，但商務、探親、其他原因到香港的內地人，可繼續入境，後者約佔37%。由於商務旅遊是國情一部份，邏輯上，消閒入境的必然有部份轉以商務簽證，相信37%會變成約50%。
數字只供參考。一定少了源頭，源頭也一定依然能進入，成效自行判斷。

1.「無限期暫停來往 #武漢 的航班、高鐵直至疫情明顯受控」：事實上，武漢早已封城，沒有航班、高鐵能從武漢出發，早已「無限期暫停」，林鄭月娥這「辣招」，和「無限期暫停火星來 #香港 太空船」沒有分別。....
... 香港政府應該做的是在武漢封城前，作出上述決定。疫情在香港出現，源頭都是武漢，明顯是政府責任，現在才作出上述姿態，明顯是愚弄群眾，以逃避責任。

2. 強調「資源無上限」，也就是醫護人員OT會有錢，美其名曰「為市民健康，不會吝惜資源」，其實卻是以此為由，向擬罷工的醫護人員施壓。...
... 醫護人員不滿的是政府讓大量非本地旅客濫用醫護資源、增加港人健康風險，林鄭月娥的邏輯卻是資源無上限，有錢就能解決問題，還要抹黑醫護人員保護港人的初衷是「採取激烈行動」，要繼續過去七個月的敵我矛盾思路。

3. 「擴大內地入境健康申報至所有口岸」、「離境人士量體溫」，...

此刻在華盛頓，看見中大成為戰場的照片，極其心痛。雖然很多時候不在香港，依然在中大、港大、科大有客席副教授職務，我想說的是，我們不同立場的同事們，這時候應該共度時艱，用自己的方法幫助學生，方便的可以到現場，不方便的可以做擅長的工作，例如聯繫各自專業最有份量的國際權威聲援、...
....他們更懂得國際線，這是分工的時候，至於再向這樣的「政府」陳情，無異對牛彈琴，大可不必浪費時間。

究竟警察攻入了校園，又如何？代表勝利？可以畢業？可以取消別人的畢業？有甚麼合乎任何邏輯的解釋這是proportional的武力？為什麼不用同等武力清剿你們天天打交道的黑社會？...
...要是說公安條例下沒有手令都可以進入任何地方拘捕，何不每一座大廈都攻打一次搜捕，這和日軍清鄉有什麼分別？

這裏有一個病態的報復心態，釋放了人性最恐怖的一面，超齡的紅衛兵，享受著破壞文明的快感，這種視覺效果不一定能完全陳述的破壞，比物質的毀壞更有深遠歇斯底里的影響。....

Quarantine restricts movement of people who may be at risk of disease, to help control spread. Some in a quarantined group are not infected, some may be infected. Quarantine can be contrasted with isolation, which is separating infected people from those not infected.
In the U.S., at least, no large-scale quarantine has been implemented in over 100 years (last used during the 1918 influenza pandemic).

Wow. Just had my first #SARS experience and my biggest mistake was allowing myself get so comfortable in this town.

I didn’t even realize it was SARS until I left.
So i left my power bank at an office I’m freelancing close to my house. Receptionist dropped it with the bartender of a place next door. I’m supposed to be traveling early but I got back late so I had to head there pretty late to get it.
Went with my cousin. No light and phones were dead and I like their shrimp springroll so we sat down to use style and charge.

Got my power bank, tried to order Uber, no car available, Taxify was surging 2500 for a ride I paid 500🙄

Cousin said let’s just go take Keke N50

Intervenor: A nonparty -- not a plaintiff or defendant -- who has an interest in the case.
