Haven't had a chance to dredge this up yet, but here's what Rep. Sensenbrenner (R-Wisc.) -- an impeachment manager in the Clinton trial in 1999 -- said about the need for witnesses at the time. 
"Should the President's counsel dispute the facts as laid out by the House of Representatives, the Senate will need to hear from live witnesses in order to reach a proper and fair judgment," he said.

Impeachment manager Rep. Barr made the case that complaints that the House should have called all the witnesses first were a misunderstanding of the House's function -- more akin to a grand jury -- than the Senate as the trier of the case.
