6. Now let's do the nuance. In Iowa, counties also maintain "inactive" voters. These are people they think have moved and generally can't vote without an ID. In two of the eight counties, the number of registered voters exceeds the voting age population if you include inactives
7. I don't think this is the best way to look at it, because those people have likely moved and would not be counted in a Census survey.
And even if you do it this way, Charlie and Judicial Watch are wrong.

8. More context: Even if the Judicial Watch report were true, it would not be evidence of fraud. There is a two-year lag right now between census data and voter registration data. And some of these counties are growing. It might just mean people moved in!
