I’d have done exactly what China did in their shoes. They would have been crazy not to! We were giving away our research universities coked up on cheap labor disguised as students, apprentices and trainees. We were begging to be spied on under a spell of post-national delusions.
You can tell me that Professors & programmers are handsomely paid. But China is closer to the real price.
