you know, I have absolutely no idea, but if you think Ray Bradbury's The Illuminated Man, imagine how many more stories, by several orders of magnitude, you could fit on a whale if a whale got tats.

While 'video' in first tweet above is CGI, a similar effect could be achieved using drones like below, a 'body' with inner parafoils made from rip-stop nylon, & a glorified hairdryer to fill out the 'body' with warm air. Problem would be overhead lines
