1/25.📜It’s day twelve of #COP27 and here is your daily #LossAndDamage focused thread. The intense negotiations on “funding arrangements" continue today after the release of a new text which contained a set of three options for a decision on a fund to address #LossAndDamage. 🧵

2/25. As summarised by @YebSano of @GreenpeaceSEA during @CANInt press conference these options equate to: “Option 1, we have a fund here. Option 2, we have a fund next year, Option 3, we don't have a fund, let's talk some more.”

3/25. However, it is very important to note — as we did earlier in an extensive thread— that “option number 1” is not in line with the G77 and China’s current proposal for an operating entity (be it a fund or facility) under the financial mechanism of the @UNFCCC.

5/25 This morning it appeared that some Parties may be able to accept “option 1”, with amendments. However, the #US, #Switzerland and #Japan indicated they were in favour of option 3 (talk some more…).

6/25. And this was further clarified during the informal stocktake held by the @COP27P with @sherryrehman of #Pakistan for the G77 & China indicating that: “For us options 2 and 3 are not tenable, we are committed to keeping to option 1 with changes that we have submitted.”

7/25. During the Stocktake, we also heard an emotional intervention from @nakeeyat of #Ghana for the @TheCVF who urged developed countries to provide the finance that is long overdue to address #LossAndDamage: “The fate of the most vulnerable is the fate of the world."

8/25. A sentiment that carried over into actions within the #COP27 and around the world as young people marked #FridaysForFuture with demands for concrete action at #COP27 on #LossAndDamage, 1.5°C and the “phasing out” of ALL #FossilFuels.

10/25.This morning the #EuropeanUnion circulated a proposal in which they make the establishment of a fund conditional to aligning Nationally Determined Contributions(NDC) with 1.5 without providing financial or technical support for developing country Parties to reach that goal.

11/25.The #EU also seeks to broaden the contributor base(please can we stop using the term donor as that implies charity) of the fund, even though the #EU aren’t fulfilling their own commitments to provide #ClimateFinance, in an effort to shift the burden onto the private sector.

12/25. As #China said at the start of negotiations, they support South-South cooperation meaning that they "are willing to help address" #LossAndDamage with financial contributions based upon equity and CBDR-RC.

13/25. Which means that they expect to pay less than countries like the #US which have a greater historical responsibility for the #ClimateCrisis.

14/25. In doing so the #EU are trying to renegotiate what has already been agreed under the Convention (@UNFCCC) and the #ParisAgreement.

15/25. Specifically, that developed countries must take the lead in mobilising #ClimateFinance according to Article 9.3 of the #ParisAgreement and that all developing countries are vulnerable, based on conditions agreed in Article 4.8 of the Convention.

16/25. In an attempt to split the G77 and China, the #EU has specified in their proposal that a #LossAndDamage fund will only be for the “most vulnerable” countries: the Least Developing Countries (@LDCChairUNFCCC) and Small Island Developing States (@AOSISchair).

17/25. This afternoon the @COP27P held a Head of Delegation (HoD) meeting on Cover Decisions during which we heard from H.E Ephraim Mwepya Shitima of #Zambia for @AGNChairUNFCCC that “On #LossAndDamage, we want to emphasise the importance of establishing a #LossAndDamage fund.”

18/25. From @saberhc of #Bangladesh who urged the inclusion of a special @IPCC_CH report on #LossAndDamage in the Cover Decision: “We would like to make specific reference to the special @IPCC_CH report on #LossAndDamage which is currently missing.”

19/25. From #Bolivia on behalf of the Like-Minded Developing Countries (LMDC) group: “We really expect strong language on establishing a #LossAndDamage fund.”

20/25. From the #HolySee: "On #LossAndDamage… the Holy See prefers to agree on a facility to address #LossAndDamage here at #COP27, including strong language on Non-Economic #LossAndDamage."

21/25. From #Honduras: “With respect to #LossAndDamage, we expect the establishment of a #LossAndDamage finance fund under the financial mechanism of the @UNFCCC. This fund should be established here at #COP27 and financed with new and additional funds.”

22/25. And from #Canada, who let us know that they support #EU’s proposal (option 1) with its reduced number of countries that would be supported: “On #LossAndDamage, we need an ambitious commitment that prioritises the most vulnerable, with a broader pool of donors.”

23/25. The G77 and China remain strong in their call to establish an operating entity under the financial mechanism of the @UNFCCC to address #LossAndDamage, with a transitional committee to take the work forward intersessionally.
