This marks a relaxation of some sanctions on Venezuela. The license, issued at Trinidad's request & aimed at improving the Caribbean region's energy security, means that the Trinidad can resume business related to the Dragon gas field with the sanctioned Venezuelan PDVSA.

The Venezuelan government will not be allowed to receive any cash payments from this project and all remaining U.S. sanctions will remain in place.

This decision is a result of diplomatic efforts between Vice President Kamala Harris and Caribbean leaders, who have made clear that this specific license would help ensure energy security and reduce the region's dependence on resources from other countries, including Russia.
