We pay 3 type of Taxes; Central, State and Local. As it should be clear, Central Taxes are for all of India, States Taxes are strictly for the State and Local revenue is for the local area
The Central taxes belong to all of India and it's immoral to demand that the Income Tax, or Corporate Taxes (both Central Taxes) paid by Chennai should be spent in TN. It can be spend for Defence of India or for PMGSY in Meghalaya.
Then we pay State Taxes, erstwhile these used 2b Sales Tax, VAT, entertainment Tax etc, now subsumed in SGST. Again, it's selfish to demand that State Taxes we pay in Mumbai should b spent locally. State has the right to spend in less privileged Vidarbha
and lastly we pay local taxes (House Tax, Lease rent etc). This is meant to be spent within the jurisdiction area of the local body.
And again it's immoral to demand that the local body taxes paid in Sobo be spent in Sobo. No, the BMC taxes belong to all of the BMC areas, incl Dharavi.
And it's in this spirit that I said that the local body revenue generated in Noida (without laying any claim on the central and state taxes that we Noidaites pay) be spend in Noida. And I got terribly trolled by BJP supporters
In our current system, Revenue Pyramid is unfairly inverted. Union collects the most (some of which it shares back with the States, as per Finance Commission formula), State some, and very less for Local Bodies

I am happy that ITax that I pay, is used for NHs in Manipur(but not outside India). The SGST I pay is used for Infra in Gorakhpur(but not outside UP). Similary, my Local Body revenue shud be spend in Noida
Not even Maya or Akhilesh did this. Worst, they got Noida Auth to build RTOs, Police Stations etc. (which State Govt build in rest of the Districts). Yogi gets NA to fund project outside its revenue area. Never never happened
Now this in itself wudnt have been so bad, if Yogi Govt hadnt scrapped all local Infra Projects in Noida (which were all funded by NA and not State Govt). This puts sharp contrast with what happened in last 10 years under Maya and Akhilesh
After the 14th Finance Comm award, State Govt gets much higher revenue share from the Union than it used to during Maya and Akhilesh's rule. And yet, Yogi diverts NA's money for what should be a State Govt funded project. Something Maya and Akhilesh never did
Between Maya and Akhilesh, Noida got Noida-GNoida E-way, three Metro lines, one Elevated road, several underpasses and Bridges. All funded by Noida Authority. State Govt didnt spend a penny. Yogi puts a brake even on this!
Contrast this with neighboring Ghaziabad, in which the Metro line is partly funded by State Govt. And that's fine. Noida Authority is rich and can fund its projects. But why stop NA from spending its own money on local Infra?
This thread not about corruption but distribution of revenue and funding of projects. Metro, Elevated road did get constructed during @yadavakhilesh rule. And we thank him when we use. And feel sorry when stuck at choke points, which Yogi Govt scrapped
The Socialist argument that keeps coming back on this thread. As if rest of the UP will develop only ad only if all development in Noida comes to halt.
How does it answers scrapping of ALL Infra projects in Noida and asking Noida Authority to fund Projects outside its revenue area?
Yogi Govt 100 times better than Maya or Akhilesh on many fronts incl overall development of State, most notably 24X7 Power and Law&Order. I remain a staunch supporter and voter. But shud we keep mum on this gross injustice and neglect of Noida?
Can UP hope to attract investments and job in the State by neglecting Noida's Infra, which will collapse, once the 500K flats, which are ready to be delivered are occupied?
As Noida traffic grew, old 2 lane Bridges became choke points. During @yadavakhilesh Govt, such old bridges were widened to 4 lanes (at 4 locations, e.g. Sec 18 entry). Next was the entry to the NSEZ(pic below). Then Govt changed. 
Picture doesnt show the kind of traffic mess choke points like below create everyday when 4 lane traffic merges into 1.5 lanes. Many cars get bruised by autos.
NSEZ is the oldest Industrial Area of Noida and is in a traffic mess. BJP supporters tell me, widening this bridge, from Noida Authority's money(and not State Govt's funds) will deprive rest of the State the development it needs.
And now that a Metro Station is coming up after the entry point (the choke point), it's going to be an even bigger mess.

With Yamaha, Daewoo, Honda, Noida was integral part of the Auto hub of the Delhi NCR. But total neglect of Noida Infra led to Honda shifting base to Alwar. Now Mansear-Alwar is the hub.

No, not UP Govt, but Noida Authority paid for this line. Slight difference. UP Govt funded Lucknow and Ghaziabad Metro, never funded any Infra Project in Noida.
GB Nagar(Noida) is one of highest revenue district of UP. Of 3.84 lakh Crore budget of State, not a penny is spent in Noida. And that's fine. But even the Local Body, Noida Authority's revenue is now being diverted timesofindia.indiatimes.com/city/lucknow/u…
Update: UP Govt has lifted the total ban on any new Infra Projects in Noida. Noida Authority to announce a new, 100 Crore underpass under E-Way on Jan 24th. Small start.

IMHO, India needs a grand bargain on fiscal devolution, the kind that GST has shown the way, in which the States and Union came together and did a give and take very amicably. It's a miracle that ALL of GST council decision been 100% consensus
GST was bargained by Politicians (like Jaitley). I dont think Bureaucrats could've achieved that. India should be very careful with the Fifteenth Finance Commission. It can open a Pandora.
