Note; the Vice President AND. Constitutionally required that Pence sign off, and that's ignoring the rest of the secretaries of the various departments, whom a majority will not sign off on such an act.
Congress can create another body by law to bypass the secretaries, which because the Dems are actively trying to tells you everything you need to know. Trump's cabinet knows he's not crazy, this is just another partisan attack by the Dems.

This won't make it past the House. It won't make it past the Senate. It still can't bypass Pence, because the bill can only replace the cabinet as a deciding body.
Let's go out on a lark and assume that they try an amendment to bypass Pence, a former Indiana governor who has worked with all of the GOP governors. Not enough states are going to sign onto a ratification of an amendment, period. Nowhere near the required supermajority.
So no. The 25th amendment is a dead end, its just a talking point. Gone by February. Unless, you know, Trump sues Betty Lee and the rest of her psychiatrist buddies into the fucking ground for slander.
