1) Trump can, but does not want, to declare a national emergency in order to build the wall. It is a very nice position to be in, really, knowing that he can get what he wants one way or the other. But he still wants it to go through congress. Why?
2) Because he wants a Republican congress and senate again after 2020. Right now, he's on track to win 2020. He's an incumbent in a good economy, and right now the markets both like a deadlocked government AND is now immune to the shocks that plagued the Obama shutdowns.
3) But he can't have another round of House and Senate elections like what we saw for 2018. We didn't bleed as much as we could have and even edged out a gain in the Senate, and Trump's name will be on the ballot, but the GOP isn't going to save itself, they're incapable of it.
4) So, he's going to take a $5 billion border wall, and he's going to drag it kicking and screaming through Congress, and by doing so he will simultaneously destroy the Democrats who will watch the far left abandon them in droves and make their 2018 primary issues seem mild...
5) And he'll give the GOP a leg to stand on. "We built a wall! We can accomplish things!"

Remember what he promised. The GOP doesn't know how to win. He's going to show them how, and that's by pulling $5 billion for a wall out of a hostile Pelosi house and getting 10 Senate Dems
6) Just like how this government shutdown isn't even touching the military, this is setting up a win for close to 2 years from now. That's why it has to go through the legislative branch and not a national emergency. Trump is trying to feed the GOP a win they can campaign on.
7) I can guarantee you that the only reason the national emergency is being talked about now is as a negotiating tactic. Trump is making it very clear that he can and is willing to build a wall through a national emergency. thehill.com/homenews/admin…
8) This option has been open THE ENTIRE TIME, keep in mind. We were at justifiable national emergency levels for years. But now Trump himself is taking it upon himself to lead the negotiations instead of leaving it to the GOP, who already dropped the ball and lost the midterms
9) So, again. Relax. The wall's going up. Consider that inevitable. We will have a border wall being built by the time the year's out.

The only question now is how much ELSE Trump will get in exchange.
