Matthew used the phrase Kingdom of Heaven instead of the Kingdom of God because he was a Jew. Jews have such a reverence for the name of God that they won't call it. That was his way to avoid the expression 'God'

Luke was a Greek and was able to use the phrase freely. Mark was Jewish but he grew up amongst gentiles. John's gospel was not addressed to the Jews specifically
