When Venona was cancelled in 1981, they'd decrypted 15% of KGB traffic & had identified 350 infiltrators by code name in all levels of government & the private sector. We only busted 25 between 1981 & 2001, Bob Hanssen was the last. Many more were flooding in after 1981 as well.
Think about that math. If 15% = 350, how bout that other 85% they were prevented from decrypting by the repressive "legislative oversight" regime. How many more could have come in after that. Look at the level of subversion in US society today. That takes a lot of people.
