Two years after the referendum, Theresa May expected to come down in favour of a scheme that has zero chance of being acceptable to the EU because it's mad.

They do realise it has zero chance of being accepted by the EU, don't they?
Yes, we all understand why HMG is peddling such nonsense. Part of the Tories wants the UK to leave the CU and experience the fun of doing trade deals on its own with the US and China. Part of the Tories wants a bonfire of the regulations.
But another part of the Tories wants frictionless trade with the EU.
These two sets of desires are mutually incompatible. But that can't be admitted. And so the master plan has been to argue that the UK can leave both the CU and the SM, AND have frictionless trade with the EU, by getting the EU to accept that smuggling is OK.
Except, it isn't. And the EU won't.

The biggest economy in the world is NOT going to allow its Single Market to be undermined in order to help paper over the cracks in the ruling party of a mere third country.

Why would anyone assume it would?
