That is crazy.
To begin with if it is campaign related, it would be an unreported loan to the campaign from Cohen.
Then it would be an unreported expenditure.
It also could implicate problems with fraud in relation to the reasons for the home equity loan, but that's outside my area.
If the campaign is paying Cohen's legal fees now, on grounds that the Stormy Daniels issue is campaign related, then it is harder to argue that the initial payment (in the heat of the campaign) was also not campaign related.
It's not impossible to make the argument that it was personal before the election when it was private, but now it is a campaign issue for Trump 2020 campaign.

But that seems weak given the timing.
But the point may well already be baked in to the evidence SDNY has collected from Cohen.
It could well be there are emails or texts from Cohen, which would show whether he had a campaign-related motive or not.
But one thing is for certain: Giuliani is doing his client Donald Trump no favors by making this admission on national television.

Does he not understand the campaign finance implications or does he not care?

And why would Emmet Flood choose to wade into this now?
This lends credence to the idea that they sent Giuliani to get ahead of this story, rather than Giuliani speaking out of school

If we didn't have rules on loans and reporting, people could just give excessive contributions to campaigns, not report them, and then forgive them, effectively getting around campaign contribution limits.
