This response from the director of #CSIS to the latest review of its activities is mind-boggling: canada.ca/en/security-in… #SIRC #C59 #cdnpoli
He defends actions by CSIS that the review committee finds is at odds with current laws by saying the agency is preparing for Bill #C59... which isn't even a law yet. #cdnpoli
How can it be acceptable for the director of Canada's main intelligence agency to respond to "You're breaking the rules" by saying, "Don't worry new rules are coming, so we're just getting ready for those"? #C59 #cdnpoli
It kind of undermines the whole argument from the government that they have been open to changes to #C59 if their primary intelligence agency is already working as if it's provisions are fact. #cdnpoli
And we can't expect the Minister to take action on this, as he essentially says the same thing in his response to the #SIRC review: Don't worry, once #C59 becomes law, it will deal with all this: canada.ca/en/public-safe…
Except, as so many have raised, #C59 doesn't effectively deal with this, if "dealing with this" means bringing in new limitations & robust authorizations coupled w/ strengthened review and oversight in order to protect privacy and other rights #cdnpoli

I haven't had a chance to read the entire #SIRC report on #CSIS myself yet, but the issues revealed just in this CBC article from @cattunneycbc are highly concerning, to say the least: cbc.ca/news/politics/… #cdnpoli 1/12
First, timing: It's impossible not to note that this report, which could have had a direct impact on the debate on Bill #C59, was released the day after the bill passed 3rd reading and was sent to the Senate. It will remain important for the debates this Fall, though. 2/12
Second: #SIRC calls out #CSIS for its continued unlawful practice of collecting bulk datasets - including of people who are not considered direct threats to national security. CSIS claims it is dealing with these issues as part of their transition to the provisions in #C59 3/12

Some people think #ProportionalRepresentation will result in government backroom deals - the kind we didn't vote for.

But that's no byproduct of #ProRep. I know that because we have that *now* with our #WinnerTakeAll voting system, although its mostly invisible.
I can provide a case study on the backroom deal I am *very* familiar with: the 2015 Liberal Electoral Reform promise.

I made a film to help Liberal friends get Resolution 31 (they wrote) adopted at the LPC policy Convention prior to the 2015 election.
As @BardishKW said, "In 2014 the Liberal Party voted overwhelmingly to endorse what has become our Electoral Plank."

LPC members voted *overwhelmingly* for the process.

This past spring, Vigneault said on @IntrepidPodcast that while terrorism remains a priority threat, others rising rapidly. But this is the first explicit change in priorities I've seen. Look for this re-ordering in the next Threat Environment section of the CSIS Public Report
