Ahead of tomorrow's White Paper, let's set up some tests for it:

Colleagues at @UKandEU have done a much more comprehensive job on this (ukandeu.ac.uk/what-the-gover…) so I'll focus more on presentational elements

@UKandEU First test is whether HMG is going to sell this: Who's out doing interviews? In particular, is May making herself the face of it?

3/

@UKandEU Second test: are there any concessions since Chequers, esp to ERG types? Unlikely, but might indicate depth of unease

4/

@UKandEU Third test: is this presented as a deal (ie pretty fixed), or as a negotiating position (ie something to work from)?

5/

@UKandEU Fourth test: what's the immediate EU response?
- rejection
- disappointment
- stressing +ves
- reserved judgement

6/

@UKandEU In sum, framing will matter as much as substance, in short run
