🚨 Remember like one Tweet ago where I commented on all the redactions in the Parkland shooter report? @SunSentinel reported that 64 percent of it was concealed. Well, I take all of that back because I'm reading the complete version now. A THREAD 🚨
Today, a 46-pg report detailing how Broward Schools failed the Parkland school shooter was released, a ruling that it was the public's right. 1,707/1,078 lines were concealed "to comply with the shooter’s educational and medical privacy rights." Except not really.
When parsing through the supplied report, I noticed that the black redactions only physically cover a completely extractable PDF text document. Hidden morsels of the report include details of the shooter's disability, elementary-school life and a suicide assessment in 2016.
ALSO in 2016: " “Mother was called this morning and all the incidents were discussed. Student is begging mom to get him a Florida ID 39 Section 394.463, F.S. 36 so he can buy a gun. Mom thinks it is not a serious matter at all."
Another diddy: the student expressed that he "Very much wanted to attend Stoneman and did not want to attend 'an ESE school." But since the shooter turned 18 in Sept. 2016, he reached "age majority" & all the rights his mom had (like if he had to be in an ESE program) reverted.
The student was noted as having a history of "explosive behavior and destruction of property within the home" so staff at his former and current schools didn't think his mom would "force the issue" regarding where he attended school.
The student was given three options:
1. He could voluntarily return to his old school for a prd. of time & work on behavior
2. He & his mom could "hire an attorney & 'sue the district'"
3. "He could only stay at Stoneman if he no longer had an IEP."
By going with option 3, report says "he would have to revoke consent and no longer get any of the ESE services he had been getting. The student responded by saying he chose to stay at Stoneman without any ESE services."
But in Florida, there's an extra consent requirement & when placement @ an ESE center school is proposed, consent from the parent or adult student (which he was) must be obtained. So if he refused (he did), he'd remain @ Stoneman unless the district "pursued due process."
It's a long report y'all and we're still in 2016. But the short version:

* lots of back & forth about the shooter's appropriate school through Dec. 2016
* referral for profanity towards staff in Dec. 2016
* Jan. 2017 another referral for "low level noncriminal" verbal assault
Feb. 2017, student is failing most classes. AP takes meeting with student & mom. Says bc of "disciplinary violations" + being "significantly behind" track to graduate, Off Campus Learning Center is advised. At OCLC, students work independently at own pace for 4-5 hrs/day
On Feb. 8, 2017, the school shooter withdrew from Stoneman. "He did not return to the school until the day of the incident, just over one year later," report says.
