Read...GK says they are responsible from conceptualisation to completion....design etc.Most important BUDGET.
Note...even in 2018 AR...they clearly state that the budget is RM9B.No mention of cost overrun..specs change

Why...a few months later in June 2018...they went running to MoF and tell stories of change of specs and cost overrun?And started to blame everybody else instead of taking responsibility?
& why MoF bought their story & gave the PDP a new contract.

From the very little public info...
Based on the Feb 2015 EIA (which shud be part of the Railway Scheme Documentation)...very clear that 6 car trains specified.And ridership forecast for 330K in 2050 ie needing the 6 car trains over a 60 yr life cycle

The capacity of the 6-car trains is higher than the 4-car LRT trains...thus the stations shud be bigger;in fact shud be even bigger than the SBK Line.
LRT3 serves the busiest corridor in GKL ie with 1 million cars in the morning peak...even busier than the SBK or SSP corridors.Thus...it shud be no surprise that LRT3 requires a big ultimate capacity.
I am quite confident Govt hv made a very bad decision on LRT3 and call upon @chedetofficial to suspend the works;pending a full technical and commercial review.
