1/ One final thought. Adopting a definition of antisemitism for disciplinaries is necessary but insufficient to deal with an *institutional* problem. To address that you have to change culture from top to bottom and that takes sensitivity, education and perhaps structural change

3/ ... come from the bottom up but also the top down. It’s so hard. I sat through a year of the mid staffs inquiry into the failure of the NHS systems to prevent 100s of unnecessary deaths and untold suffering in a hospital. The problem was institutional culture.
4/ Nobody could seriously have suggested that the answer to hundreds of unnecessary deaths in a hospital was better disciplinary procedures. Sure, that’s part but the horse has bolted once the bad thing happens and deterrence isn’t that helpful when the institution is rotten
4/ The Labour leadership clearly feels it is being dragged kicking and screaming into adopting disciplinary processes that it doesn’t want. How will members react to that? Of course many will signal loyalty to the leadership by mirroring their behaviour in ‘solidarity’
5/ That won’t work. I can guarantee it. I have worked with enough institutions to know the body and head are too connected for any change to work if they don’t fit together. So, ultimately, it‘s back to Corbyn, Milne etc who appear not to want this. If they don’t, it’s DOA really
