So what agreements did Moon & KJU reach? 6 bullet points here and only 1 bullet is devoted to denuking (5th). The first is reducing military tensions and this bullet point defers to the military agreement signed earlier by Song Young-moo and Roh Kwong-chol

Go straight to the 5th bullet point dealing with nukes: "NK-SK agreed to a denuclearized Korean peninsula that promotes peace and will take immediate steps to that end.
① NK will permanently decommission Tongchang-Ri's engine testing & missile testing site w/inspectors present.

NK will do that first & foremost. Then ...
②NK has the cause and inclination to permanently decommissioning Yongbyon's nuke facility depending on the US taking commensurate measures as outlined in the Singapore statement. Further steps could be taken by NK subject to US response

Then the last clause: ③NK-SK shall cooperate closely to completely denuclearize the Korean peninsula.
Lame. No mention of coughing up a list of nuke facilities or the inventory. In other words, the conditions that may have been highlighted as necessary for ending the Armistice.

So shutting down Tongchang-Ri was the only so called concession. SK may have fought to add the qualifier "permanently decommission" Tongchang-Ri and Yongbyon. But Yongbyon is conditional: presumably on either US granting end-of-war declaration or perhaps additional consideration

In other words, it was a half-measure and Moon may have hoped that KJU would cough up his inventory of nukes and facilities -- which was being floated as a quid pro quo for ending the Korean Armistice. That doesn't seem to have happened based on the 5th bullet. However ...

Moon may have gotten a bit ahead. The 2nd bullet is expanding economic cooperation and the first clause calls for a groundbreaking ceremony to link west side roads/railroads before year-end 2018. Second clause: normalize Kaesong and Mt. Kumgang tourism as conditions are met
