It's important to note that the quotes leave unclear just what "algorithmically biased results" means: countering manipulative bot/spamming tactics, or "adjusting the signals" to de-rank "offensive or clearly misleading content," as in Google's 2017 "fake news" press release?
This matter isn't helped by Google itself blurring the lines here. Countering bots that manipulate search rankings seems defensible, but Google also seems to use this as a pretext for going after industries they disfavor on policy grounds—see payday loans: thenewatlantis.com/publications/g…
