(3) Most people esp. in the UK will be confused by Trump's tweet, as they usually are. He always tweets like this when someone he likes achieves something against the odds, such as Eugenie overcoming a serious medical condition AND constant negative media scrutiny, rising above.
(4) Both Eugenie & Jack Brooksbank have personal & professional links to the USA. Trump loves the UK of Churchill & the present Queen. They represent his values, esp. in the way Churchill helped the Allies win WWII. You have to understand that in order to understand Trump.

(5) Unlike other members of the royal family, Eugenie's charities and "causes" are not heavily weighted towards liberalism. Perhaps her work to raise awareness of human trafficking and modern slavery is appreciated by the Trumps (and the Pences) who also try to do that.
