Have questions about scheduled Healthcare.gov downtime maintenance windows? We have an explainer just in time for the start of open enrollment period, which begins tomorrow. 1/5 sunlightfoundation.com/2018/10/31/exp…
Healthcare.gov is a critical part of making Obamacare work, so last year, downtimes caused a lot of worry. And that was with good reason, given the attacks by Trump on the law. A year later, the downtimes look like less of a problem. 2/5 nytimes.com/interactive/20…
CMS didn’t provide as much detail about their systems as we would have liked, but experts and former officials helped us answer specific questions.

For example: Why does CMS schedule downtimes for Sunday mornings? CMS likely needs to coordinate downtimes with other agencies. 3/5
Overall, according to CMS, the Obama administration in 2016 approved roughly the same downtime maintenance windows as the Trump administration, but actual downtime was far greater under Obama. 4/5
The verdict? If this year is anything like last year, actual downtimes will be reasonable, and will only be a portion of the maximum of 12 hours that is scheduled for Sundays during enrollment. 5/5
