As a newspaper with a long history of gracing the homes and offices of Nigerians, it is expected that the guardian speaks from a position of knowledge (1)
School feeding programme covers primary kids in classes 1-3. States are meant to compliment FG by feeding 4-6. How it works:States complies a list of schools & interview feeders in close proximity to those schools. They are grouped in districts.
States would collect feeders bank details & send to FG who run it thru NIBSS(Banking surveillance scheme) to ensure the BVNs tally with the owners. Then FG subjects them to good hygiene & sanitation training.
From this it is obvious that if states don’t play their parts, it won’t work. Any state Not participating is Not interested. Simple. If 27states are participating it means they are willing & ready to fulfil their allotted responsibilities.
FCT is preparing to join the schools feeding program in Jan 2019.
Therefore it is totally wrong for the @GuardianNigeria to say that the FG is unwilling to include Rivers state in the schools feeding program.
The government of Rivers state must be willing to play its part
