Great question. "Ballot Harvesting" is when activists collect ABs from voters and drop them off at a polling or election location. Of course it's ripe for fraud. But it's also completely legal in California now, and worse.

California Gov. Jerry Brown signed AB 1921, which not only legalizes ballot harvesting, but makes it much easier. Now, any third-party can harvest, instead of previous requirement for a HH member or relative. No need, an activist will handle that for you, even if you didn't vote.

PPD and others have provided that and more in Florida, alone. Democrats had multiple harvest/cure/etc plans, even in states where it's not legal. Ask Pam Keith.
