A basic obstacle to using elections to hold prosecutors accountable & to overhaul their practices is that elections rarely feature multiple candidates.

As you can see on this map, nearly all Wisconsin counties have had **at most** 1 contested election for prosecutor out of the past 3 election cycles. (And this includes primaries as well as general elections.) appealpolitics.org/2018/will-anyo…
And this isn’t a pattern that primarily concerns small counties: in Wisconsin’s 10 most populous counties over the past three cycles (so a total of 30 elections), there were just four instances where the winner faced even a single opponent.
