Here’s the rub: after winning the referendum, Leavers *should* feel entitled to see change.

Unfortunately, leaving the EU isn’t going to deliver the kind of change many of them will want to see. Costs (social, economic, political) to the UK will be too high, and the EU isn’t the
cause of most of the problems attributed to it.

But it does make the perfect scapegoat, the best punchbag the world has ever seen, because its institutions are pretty opaque and almost impossible to unravel without really really digging into which does what.

A terrible dilemma.
The answer may be to figure out what other "prize" Leavers can be given as a Brexit substitute?

(If I knew *what* it should be, I'd shout it from the rooftops! But I don't, so I am talking about the notion.)

It would have to be something big, meaningful, and of genuine appeal.
