1/ It’s important to remember there are layered possibilities here. Mueller is a prosecutor, not a savior of some kind. He will bring indictments in cases within his grant of authority from the DAG where there is sufficient admissible evidence to obtain a guilty verdict.
2/ The report he writes could be a simple recitation of prosecutive decisions - what charges were brought & what cases they considered but declined to charge. Or it could be a detail-rich recitation of the investigation, like we’ve seen in speaking indictments.
3/ Mueller may also, as part of his wrap up, send cases on to US Attorneys with jurisdiction, where he believes issues are outside of his grant of jurisdiction. This will depend on how strictly he construes the job Rod Rosenstein gave him.
4/ It is also likely there are a number of situations involving Trump and Mueller will conclude, or his bosses will conclude for him, DOJ policy prevents indictment of a sitting president. There is precedent from Watergate for a grand jury to send a roadmap report to the Hill.
5/ There is another category of wrongdoing, which I often refer to as awful but lawful. Violations of unwritten norms. Skating right on the edge of ethics violations. Having to update your financial disclosure forms hundreds of times. Behavior no public servant should engage in.
6/ The responsibility for fixing this last category of misbehavior will fall to voters in 2020 & the press, who will use Mueller’s work to report the facts to us. In light of all that has been uncovered & dots that are being connected, we the people have all the evidence we need.
7/ Ben Franklin is reported to have said “a republic, if you can keep it,” when asked what form of government the Constitutional Convention created. It’s hard work, but let’s all commit to doing our part in keeping it.
