On top of the changes making it easier to vote, one of the many important reforms in these bills: patching the “LLC loophole.”

If enacted, LLCs will need to disclose their beneficial ownership to the State Board of Elections, and their donations will be capped.

From the Times piece, the big reform of the LLC bill appears to be transparency. Previously unaccountable shell companies will have to disclose whom they benefit.

But, as @ZephyrTeachout notes in these critiques, they appear to fall short of "closing" the loophole.
During the corruption trial of Cuomo's former "right-hand man" Joseph Percoco, evidence came in showing how the governor collected dozens of LLC donations from the energy and real estate companies tied to the scheme.

The new bill would seem to have reined in some of those donations and made them transparent, but it would continue the general arrangement.
