Andy Wightman tells #bbcgms that he hopes the Greens can back the Scottish budget this afternoon, but they’re not quite there yet. There were “quite difficult” talks yesterday, but some movement last night. Current focus is on local government settlement
The Greens are looking for a “longer term fundamental change” on how councils are funded; basically for legislation to be tabled this term, although not necessarily passed before 2021 elections. But it sounds like it’s this year’s settlement that’s the remaining issue in talks
A reminder of yesterday’s thread on the budget cliff-edge, and why nobody is talking seriously about an election:
Tbh this hard cutoff date for a rate resolution really seems like an oversight in the redesign of the budgetary procedure. All it does is raise the stakes hugely without tipping the balance in deal talks.
